Elected officials, candidates have no control over 4Ps

MARAWI CITY, Lanao del Sur – The Bangsamoro’s Ministry of Social Services and Development (MSSD) has sought the help of the media in disseminating the information that elected government officials and local candidates do not have control on who are to be included in or excluded from the Pantawid Pamilyang Pilipino Program (4Ps).

In a statement sent to Muslim Today, MSSD said as the 4Ps implementer in the region, it “would like to seek for your support in disseminating and clarifying to the public specially the beneficiaries that elected government officials and local candidates do not have any control over their inclusion and exclusion in the program. Thus, voting a particular candidate does not have any bearing on the selection of the 4Ps beneficiaries.”

Apparently, the statement came out amidst the claims of elected officials and candidates that they have the power to include or exclude whoever they like to be included in or excluded from the 4Ps program.

“Only the Department of Social Welfare and Development (DSWD) Central Office has the full authority to recommend beneficiaries to be included in 4Ps based on the results of the Listahanan Program, a National Household Targeting System for Poverty Reduction (NHTS-PR),” said MSSD.

It added, “Beneficiaries can only be removed in the program if they will not be able to comply with the program conditionalities or if they no longer have a monitored child who attends school.”

The MSSD warns it does not tolerate the misuse and misrepresentation of 4Ps or any of its social protection programs as part of the politicizing of candidates.

“We hope that this message will reach the Bangsamoro constituents to put an end to this misconception,” it stressed.
